The short answer is yes — almost always. Clouds block visible light far more effectively than they block UV, which is why so many people end up with their worst sunburns on overcast days. They felt cool, the sky looked gray, and they stayed out twice as long as they would have under blue sky.
But "cloudy" isn't one thing. Thin high cirrus barely affects UV. Thick low stratus can cut it in half. Scattered cumulus can actually increase UV at certain moments through a phenomenon called cloud enhancement. Here's how to think about it in practice.
How much UV gets through clouds

When you can actually skip sunscreen
